ZBrush is a "Brush lite" version of ZBrush. At its core, it's the same, and all of its functions can find in ZBrush. However, ZBrushCore mainly cuts down on things that aren't related to sculpting, and it simplifies all of ZBrush's functions into a package for artists at all levels of experience.
